PM-SETU approvals: what happened?
Picture an ITI in a small town with old lathes and a trade nobody hires for. PM-SETU tries to fix that by bringing in an industry partner who helps design courses and labs. On 16 October 2026 five more such clusters got their plans cleared.
- The NSC approved five Strategic Investment Plans (SIPs) worth ₹1,194.92 crore (Mint/PTI, 16 Oct 2026).
- Cumulative approvals under PM-SETU reached ₹3,687 crore.
- In September the NSC had cleared ₹735.70 crore for clusters in Rajasthan, Uttar Pradesh and Telangana (Mint).
Which clusters got what?
| Cluster | Amount | Industry partner |
|---|---|---|
| Jammu (J&K) | ₹240 crore | Eagle Infra India |
| Srinagar (J&K) | ₹235.41 crore | Inderdeep Infra India |
| Pune (Maharashtra) | ₹241 crore | BVG India with BVG Foundation |
| Chhatrapati Sambhajinagar (Maharashtra) | ₹238.01 crore | Belrise Industries |

What is PM-SETU?
- Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs, under the Ministry of Skill Development and Entrepreneurship (MSDE).
- Approved by the Union Cabinet in May 2025 as a ₹60,000 crore centrally sponsored scheme to upgrade 1,000 government ITIs.
- Hub-and-spoke model: about 200 Hub ITIs linked to about 800 Spoke ITIs.
- Funding: Centre ₹30,000 crore, States ₹20,000 crore, industry ₹10,000 crore; the World Bank and ADB co-finance half the central share.
How is the hub-and-spoke model different from the old ITI upgrade?
| Point | Old approach | PM-SETU |
|---|---|---|
| Unit | Single ITI | Cluster: one Hub ITI plus Spoke ITIs |
| Who decides courses | Mostly government | Industry partner co-designs |
| Focus | Buildings and machines | Labs, trainers, placements, quality (ISO, WorldSkills) |
Which constitutional entry applies?
- Concurrent List Entry 25 covers education including technical education and vocational and technical training of labour, so Centre and States share skilling.
- ITIs are run by States; the Centre sets trade standards through the Directorate General of Training (DGT) under MSDE.
- Article 41 (DPSP): the State shall make effective provision for securing the right to work.
How does a cluster get money?
PM-SETU approval chain
- State picks a Hub ITI and its Spokes
- Industry partner joins
- Strategic Investment Plan prepared
- National Steering Committee approves
- Upgrade: labs, courses, trainers, placements
Why does PM-SETU matter?
| Angle | What to note |
|---|---|
| Demographic dividend | Turns a young workforce into employable workers. |
| Industry link | Partners like Tata Steel Foundation shape courses to real jobs. |
| Federalism | Centre, States and industry share cost and control. |
| Quality | Push for ISO certification and at least one WorldSkills-aligned trade per cluster. |
What are the challenges?
- ITIs have long struggled with trainer shortages and low placement rates.
- Industry partners may favour their own sector’s trades over local needs.
- State share of funding can be delayed in fiscally weak States.
- Social image of vocational training stays weaker than college degrees.
What should be done next?
- Track placement and wage outcomes for every cluster, not just spending.
- Train more instructors through National Skill Training Institutes.
- Link ITI certificates to apprenticeships and higher study.
- Bring more aspirational and border districts into early clusters.
