Rubio’s India visit: what happened?
Only a year ago, the India–US trade relationship was in a tariff war. Today the US Secretary of State says a deal is ‘about as close as you can be without having executed the agreement’. When a foreign minister talks trade, energy and defence in one sentence, examiners notice.
- 20 Oct 2026: Rubio and Jaishankar met at the Taj Mahal Palace, Mumbai; Jaishankar listed trade, energy, technology, defence and people-to-people ties (The Hindu).
- A joint meeting with UAE Foreign Minister Sheikh Abdullah bin Zayed discussed regional energy security (HT).
- Rubio said finalising the trade deal was considered in recent US national security waivers on Russia sanctions (HT).
- On 21 October he visits Reliance’s Jamnagar refinery; Rubio said the US would discuss refining Venezuelan crude (The Hindu).
Why has trade been the sore point?
- The US had imposed 50% tariffs on Indian goods last year, linking them partly to Russian oil purchases (HT).
- Duties were later cut to 18% as trade talks progressed (HT).
- Waived US sanctions would have meant tariffs of up to 100% on buyers of Russian energy, including India (HT).
- Rubio now calls India’s energy diversification ‘a smart thing to do’.
How does the US tone compare with last year?
| Point | Last year | Now (20 Oct 2026) |
|---|---|---|
| Tariffs | 50% on Indian imports | Cut to 18% |
| Russian oil | Cited as a reason for tariffs | Diversification praised |
| Trade deal | Talks stuck | A few items left |
| Energy offer | — | US can help meet India’s needs |
Which constitutional and legal provisions apply?
- Article 73: the Union’s executive power covers treaties and agreements.
- Article 253: Parliament may legislate to implement international agreements.
- Union List Entry 41: trade and commerce with foreign countries.
- Foreign Trade (Development and Regulation) Act, 1992 frames India’s trade policy.
How does a trade deal move from talks to signature?
From negotiators to leaders
- Trade negotiators close remaining items
- Legal scrubbing of the text
- Cabinet approval in India
- Leaders sign the agreement
- Tariff changes notified and applied
Why does this matter?
| Angle | What to note |
|---|---|
| Strategic ties | Trade had become the weak link in a strong partnership. |
| Energy security | Russian oil, US supply offers and Gulf stability. |
| Strategic autonomy | India buys energy on its own terms. |
| West Asia | India, US and UAE met jointly on energy. |
What are the challenges?
- Remaining items may include sensitive farm and dairy issues.
- US policy on Russian energy has shifted often and may shift again.
- Sanctions and tariffs mixed with security make trade unpredictable.
- Gulf tensions threaten energy flows through Hormuz.
What should be done next?
- Close a balanced first-tranche deal with clear tariff schedules.
- Keep farm and dairy red lines while opening industrial goods.
- Diversify crude sources without abandoning any supplier abruptly.
- Build on defence, critical minerals and technology cooperation.
