What the question wants
Explain the statement that integrity without knowledge is weak and knowledge without integrity is dangerous, and illustrate with modern examples.
How to structure it
Two halves, examples, conclusion.
- Integrity without knowledge
- Knowledge without integrity
- Modern illustrations
- Together
How to think it through
Integrity without knowledge: honest but incompetent officer—good intentions, poor outcomes (e.g., honest engineer unaware of new building codes). Knowledge without integrity: Satyam 2009, 2008 financial crisis (financial engineering), cyber criminals, Volkswagen emissions 2015 (defeat device), Theranos, unethical scientists (He Jiankui gene-edited babies 2018). Together: E. Sreedharan, Kalam, Verghese Kurien.
Model answer
In 2018, Chinese scientist He Jiankui announced that he had edited the genes of twin baby girls. He had the knowledge to do it; he lacked the integrity to stop. He was later jailed, and the world tightened its rules.
Integrity without knowledge is weak
- An honest officer who does not understand procurement rules can be misled by a clever contractor.
- Good intentions without skill produce failed schemes: badly designed buildings, poorly targeted subsidies.
Knowledge without integrity is dangerous
- Volkswagen (2015): engineers designed software to cheat emissions tests in millions of cars.
- Satyam (2009): accounting skill used to inflate profits by thousands of crores.
- Cyber fraud: technically skilled criminals cause India's citizens losses running into thousands of crores each year.
Together they build
- Verghese Kurien combined dairy science with honesty to build Amul for farmers.
- E. Sreedharan joined engineering skill with a refusal to bend contracts.
For a civil servant
- Keep learning: law, technology and data.
- Keep values fixed while methods change.
Knowledge is a car's engine; integrity is its brakes. A fast car with no brakes is not progress.
Draw: A car: engine labelled 'knowledge', brakes labelled 'integrity'.
Keywords, cases and data to drop in
integrity, knowledge, competence, He Jiankui 2018, Volkswagen 2015, Satyam 2009, cyber fraud, Verghese Kurien, Amul, E. Sreedharan, continuous learning.
Where most answers lose marks

Supreme Court: no prior approval under Section 17A needed to probe a bribe demand
In a judgment of 16 October 2026, a Supreme Court Bench of Justices S.V.N. Bhatti and N.V. Anjaria held that investigating a bribe demand by a public servant does not need prior approval under Section 17A of the Prevention of Corruption Act. Asking for a bribe, the court said, is not part of discharging official duties.
