How to think it through

Empathy: feeling with; compassion: empathy + action to relieve suffering. Help: understand ground reality, design better policies, build trust, de-escalate conflicts, prioritise vulnerable. Illustrations: COVID migrants 2020 community kitchens; Odisha Fani; Kerala floods; 'Operation Sulaimani' used already; Pune? Use: Collector who brought back migrants; officer Smita Sabharwal? Use 'Mission Indradhanush' design via ASHA visits. Guardrail: compassion within law, avoid favouritism.

Model answer

Intellect tells an officer what a policy says. Empathy tells him what it feels like at the receiving end.

Empathy and compassion

  • Empathy: understanding another person's feelings from their point of view.
  • Compassion: empathy plus the will to act to relieve suffering.

How they help in critical decisions

  • Seeing the real problem: officers who listen notice barriers that data hides, such as a mother who misses vaccination because she loses a day's wage.
  • Better design: schemes built around the user work better, as ASHA home visits did for immunisation.
  • Trust in crises: people cooperate with an officer who cares, which matters in evacuations and epidemics.
  • Prioritising the weakest: compassion points resources to those who cannot shout.

Illustrations

  • During the 2020 lockdown, many district officers opened community kitchens and shelters for stranded migrant workers within days, ahead of formal orders.
  • In the 2018 Kerala floods, officers worked with fishermen and volunteers instead of relying only on official machinery.

Guardrails

  • Compassion must stay fair and lawful; helping one person cannot mean cheating another.

An officer with only intellect solves files; an officer with empathy solves problems.

Draw: An equation: intellect + morality + empathy = humane decision.

In a judgment of 16 October 2026, a Supreme Court Bench of Justices S.V.N. Bhatti and N.V. Anjaria held that investigating a bribe demand by a public servant does not need prior approval under Section 17A of the Prevention of Corruption Act.
