Chapter 7 · Topic 7.2 · Prelims + Mains2 of 3

Global Issues: Energy and terrorism

Key points

  • Terrorism and non-proliferation.

Prelims box: facts and traps

  • Weaknesses: no agreed definition of terrorism (India’s proposed Comprehensive Convention on International Terrorism, 1996, is still pending) and vetoes or holds on listing terrorists in the 1267 sanctions committee.
  • Analyze cooperation with West Asian countries: Saudi Arabia, Iraq, the UAE and Qatar for oil and LNG; Gulf investment in Indian refineries and reserves; and the Gulf diaspora as a link.
  • Integration ideas: long-term supply deals, the IMEC corridor, the International Solar Alliance, nuclear fuel ties, critical minerals partnerships, and protecting sea lanes through the Gulf and the Red Sea.
  • Earlier actions answered the 1991 Gulf War, Hurricane Katrina (2005), the Libyan war (2011) and the Russia-Ukraine war (two actions in 2022).
  • Trap (UPSC Prelims 2016, ‘Organization for the Prohibition of Chemical Weapons (OPCW)’): “It is an organization of European Union in working relation with NATO and WHO” is incorrect.
  • Trap (UPSC Prelims 2018): “It automatically becomes a member of “The Treaty on the Non-Proliferation of Nuclear Weapons (NPT)”” is incorrect.

Energy security

Energy security means reliable, affordable supply. India imports most of its crude oil and much of its gas, so it diversifies suppliers (West Asia, Russia, the USA, Africa), keeps strategic petroleum reserves, and pushes renewables, nuclear power and green hydrogen.

Mains 2017: The question of India’s Energy Security constitutes the most important part of India’s economic progress. Analyze cooperation with West Asian countries: Saudi Arabia, Iraq, the UAE and Qatar for oil and LNG; Gulf investment in Indian refineries and reserves; and the Gulf diaspora as a link.

Global terrorism and non-proliferation

Mains 2024: ‘Terrorism has become a significant threat to global peace and security.’ The UN Security Council’s Counter Terrorism Committee (CTC) was set up by Resolution 1373 (2001) after 9/11, with an executive directorate (CTED) that assesses states. Weaknesses: no agreed definition of terrorism (India’s proposed Comprehensive Convention on International Terrorism, 1996, is still pending) and vetoes or holds on listing terrorists in the 1267 sanctions committee. India chaired the CTC in 2022.

Q1 · Battle IAS practice

The International Energy Agency (IEA) was established in November 1974

Answer (b) & explanation

The IEA's own history records that it was founded in November 1974 within the framework of the OECD, in the wake of the 1973-74 oil crisis, to coordinate responses to major oil supply disruptions. Its core treaty is the Agreement on an International Energy Program (IEP). The Iranian Revolution came later, in 1979, and the Suez Crisis earlier, in 1956.

Q2 · Battle IAS practice

In March 2026, member countries of the International Energy Agency agreed on the largest collective action in the agency's history, making 400 million barrels of oil from emergency reserves available to the market. This was in response to

Answer (d) & explanation

The IEA records that it has coordinated six collective responses since 1991, and that the largest ever was announced in March 2026, when members unanimously agreed to release 400 million barrels from emergency stocks to offset disruption from the near-closure of the Strait of Hormuz. Earlier actions answered the 1991 Gulf War, Hurricane Katrina (2005), the Libyan war (2011) and the Russia-Ukraine war (two actions in 2022). Such releases are only possible because members hold stocks equal to at least 90 days of net imports.

Q3 · Battle IAS practice

In April 2018, India hosted in New Delhi, with China and the Republic of Korea as co-hosts, the 16th ministerial meeting of a forum that describes itself as the world's largest gathering of energy ministers and has its permanent secretariat in Riyadh. The forum is the

Answer (d) & explanation

The International Energy Forum (IEF) brings together both producers (OPEC members) and consumers (IEA members) along with major emerging economies such as India and China; its permanent secretariat is in Riyadh. India hosted IEF16 in New Delhi on 10-12 April 2018, with China and Korea as co-hosts, under the theme 'The Future of Global Energy Security'. The IEF also coordinates the Joint Organisations Data Initiative (JODI).

Q4 · Battle IAS practice

With reference to the International Renewable Energy Agency (IRENA), consider the following statements:
1. Its founding conference was held in Bonn, Germany, in January 2009.
2. Its permanent headquarters are in Abu Dhabi.
3. India is one of its founding members, having signed its Statute in 2009, before the Statute entered into force in 2010.
Which of the statements given above are correct?

Answer (d) & explanation

All three are correct. IRENA was founded at a conference in Bonn on 26 January 2009, where 75 states signed its Statute. India signed on 17 March 2009 as the 77th signatory and is counted among the founding members. The Statute entered into force on 8 July 2010. Abu Dhabi was chosen as the interim seat in June 2009 and became the permanent headquarters (headquarters agreement with the UAE signed in 2012); Bonn hosts the IRENA Innovation and Technology Centre.

Q5 · Battle IAS practice

With reference to India and the International Energy Agency (IEA), consider the following statements:
1. India activated its 'Association' status with the IEA in March 2017.
2. As an association country, India is bound by the IEA obligation to hold oil stocks equal to 90 days of net imports.
Which of the statements given above is/are correct?

Answer (a) & explanation

Statement 1 is correct: MoPNG records that on 30 March 2017 India announced the activation of Association status with the IEA. Statement 2 is wrong: the 90-day stockholding obligation comes from the IEP Agreement and binds full Member countries, which must also be OECD members. Association countries take part in IEA work on energy security and data without that legal obligation. Hence 1 only.

Q6 · Battle IAS practice

The expression 'Malacca Dilemma', often used in discussions on Asian energy security, refers to

Answer (d) & explanation

The phrase is associated with Chinese President Hu Jintao (2003) and describes China's worry that most of its imported crude from West Asia and Africa passes through the narrow Strait of Malacca, which could be blocked in a crisis by a stronger naval power. China's responses include overland pipelines through Myanmar and Central Asia, the Gwadar link in Pakistan and a larger navy. India's position near the western mouth of the Strait, including the Andaman and Nicobar Islands, gives it leverage.

Q7 · Battle IAS practice

With reference to the FATF Recommendations, consider the following statements:
1. One of the Recommendations deals specifically with preventing the misuse of non-profit organisations for terrorist financing.
2. In 2019 the FATF revised its standards to require the regulation and supervision of virtual asset service providers.
3. The Recommendations are a treaty, and FATF members are bound by them under international law.
Which of the statements given above are correct?

Answer (a) & explanation

Recommendation 8 deals with non-profit organisations: countries must apply focused, risk-based measures so that NPOs are not abused for terrorist financing. In June 2019 the FATF made binding changes to Recommendation 15 and its interpretive note, requiring countries to license or register and supervise virtual asset service providers (including the 'travel rule' for transfers). Statement 3 is wrong: the Recommendations are 'soft law': a policy standard enforced through peer review (mutual evaluations) and public listing, not a treaty. Hence 1 and 2 only.

Q8 · Battle IAS practice

The Joint Organisations Data Initiative (JODI), whose partners include APEC, the GECF, the IEA, OPEC and the UN Statistics Division and which is coordinated by the International Energy Forum, is mainly aimed at

Answer (b) & explanation

JODI began in 2000 as a cooperation among international organisations to collect and publish monthly oil (and later gas) data reported by national administrations, so that markets work with better information and less price volatility. The IEF in Riyadh coordinates it, and the heads of JODI partners meet every two years alongside the IEF Ministerial, as they did in New Delhi in April 2018. It does not release stocks, set prices or handle carbon inventories.
