UP’s AHP and ARH guidelines under PMAY-Urban 2.0: what happened?
Many urban poor and migrant workers cannot buy a house at all, and even renting is hard. PMAY-Urban 2.0 has two answers: build cheap houses with private partners, and build rental housing for those who need a roof but not ownership. UP has now set its own rules for both.
- Developers of white-listed projects get waivers of land-use change fee, map approval fee and external development fee.
- Beneficiaries get a stamp duty waiver.
- Under ARH Model-2, private or public bodies will build, run and maintain rental housing.
- ARH is meant for urban poor, working women, employees of industries, industrial estates and institutions, and other eligible EWS/LIG families.
What else did the Cabinet decide on housing?
- Houses built under the Manyavar Shri Kanshiram Ji Shahari Garib Awas Yojana that are occupied without authority will be vacated and repainted.
- They will then be allotted to eligible Scheduled Caste persons, the Finance Minister said at the briefing.
Why does UP’s AHP and ARH guidelines under PMAY-Urban 2.0 matter?
- Urban housing: Adds both owned and rental homes for the poor.
- Migrants: Rental housing near work for workers and working women.
- PPP: Fee waivers draw private developers.
What can Prelims ask on UP’s AHP and ARH guidelines under PMAY-Urban 2.0?
