The CM Risk Management and Livestock Insurance Scheme: what happened?
When a farmer’s cow or buffalo dies in an epidemic, disaster or accident, a poor family can lose its main asset overnight. Insurance softens that blow. The central scheme has a cap of 10 animals, which leaves out bigger dairy units set up under UP’s own schemes.

Why did UP need its own scheme?
- The Government of India funded livestock insurance scheme has run since 2017-18, with a limit of 10 animals.
- Under the Nanda Baba Dugdh Mission, the Nandini Krishak Samriddhi Yojana units buy up to 25 indigenous cows, and these must be insured.
- These units are not covered by the central scheme, so the new State scheme will cover them.
- Animals under State-run and dairy schemes get priority.
How will claims work?
- On an animal’s death, the claim goes directly to the beneficiary’s bank account through a transparent process.
- In permanent total disability (PTD) cases, the insurer pays up to 75 per cent of the sum insured.
- Small and marginal farmers, dairy farmers and landless livestock keepers are the target group.
