Operation Dahan: what happened?
Drugs rarely announce themselves. They begin as a cough syrup bottle passed around a hostel room, or a small packet at a highway dhaba. By the time a family notices, the habit has a grip. That is why police numbers on seizures are only half the story; the other half is reaching young people early.
- 17 Oct 2026: DGP Rajeev Krishna flagged off a five-member police contingent from the UP Police headquarters, Lucknow, for an all-India motorcycle rally on ‘Fight Against Drugs’, ahead of National Unity Day on 31 October (HT; The India Daily).
- Operation Dahan: 1,72,246 kg of narcotics worth about ₹418 crore destroyed this year, the largest quantity disposed of by any State (HT).
- Confiscation proceedings for properties worth ₹80.33 crore in 96 cases under the NDPS Act, ranking UP second nationally; preventive detention under the PIT-NDPS Act in 76 cases.
- In 2026 so far: 4,197 cases, 36,088 kg seized, 6,076 alleged traffickers arrested, 26 drug cartels dismantled and five clandestine laboratories destroyed.
How does India fight drug trafficking?
- NDPS Act, 1985 (Narcotic Drugs and Psychotropic Substances Act): the main law that bans the production, sale and use of narcotics except for medical and scientific purposes, and allows forfeiture of property bought with drug money.
- PIT-NDPS Act, 1988: allows preventive detention of persons involved in drug trafficking.
- Destruction of seized drugs is done under a set procedure so that seized stocks cannot leak back into the market. ‘Dahan’ means burning.
- UP’s Anti-Narcotics Task Force (ANTF) was formed on 4 August 2022. Since then it has registered 504 cases, arrested 1,364 people and seized 45,292 kg of narcotics worth about ₹554 crore (HT).
- Codeine cough syrup: the police have started confiscation of properties worth about ₹48 crore in 14 cases linked to its illegal trade.
Supply side and demand side
| Side | What UP Police reported | Why it matters |
|---|---|---|
| Seizure | 36,088 kg seized; 4,197 cases | Cuts drugs on the street |
| Destruction | 1,72,246 kg destroyed (₹418 crore) | Stops seized stock leaking back |
| Money trail | ₹80.33 crore property action in 96 cases | Hits the profits of traffickers |
| Awareness | Rally through UP, Delhi, Rajasthan, Gujarat | Reaches students before they start |
Which constitutional and legal provisions apply?
- Article 47 (DPSP): the State shall endeavour to prohibit the consumption, except for medicinal purposes, of drugs injurious to health.
- State List Entries 1 and 2: public order and police are State subjects, so State police lead enforcement.
- Concurrent List Entry 19: drugs and poisons.
- NDPS Act, 1985 (Chapter V-A: forfeiture of illegally acquired property) and PIT-NDPS Act, 1988 (preventive detention).
Where does the rally go?
Lucknow to the Statue of Unity
- Flag-off at UP Police HQ, Lucknow (17 Oct 2026)

Which numbers should you remember?
| Number | What it means |
|---|---|
| 1,72,246 kg | Narcotics destroyed in 2026 under Operation Dahan |
| About ₹418 crore | Value of the destroyed narcotics |
| ₹80.33 crore | Property under confiscation in 96 NDPS cases |
| 6,076 | Alleged traffickers arrested in 2026 |
| 26 | Drug cartels dismantled in 2026 |
Along the route, the riders are to speak to students and publicise the national toll-free de-addiction helpline 14446.
Why does this matter?
| Angle | What to note |
|---|---|
| Internal security | Drug money funds organised crime; cartels cross State lines. |
| Public health | Addiction among youth, including through cough syrups. |
| Law | NDPS forfeiture and PIT-NDPS detention in use. |
| Governance | Enforcement plus awareness, the two-track approach. |
What are the challenges?
- Big seizure numbers do not always mean lower use; they can also mean more supply.
- Conviction rates and trial delays decide whether arrests turn into punishment.
- Pharmaceutical drugs such as codeine syrups are harder to police than plant-based drugs.
- Treatment and rehabilitation capacity lags behind enforcement.
What should be done next?
- Speed up NDPS trials and track conviction rates, not only arrests.
- Tighten supply-chain checks on codeine syrups with drug controllers.
- Expand de-addiction centres and counselling in districts.
- Run campus programmes with schools and colleges all year, not only during campaigns.
