SCO heads of government in Dushanbe: what happened?
The SCO is the one table where India sits with China, Russia, Pakistan, Iran and the Central Asian republics at the same time. Summits get the headlines, but the quieter heads-of-government meeting is where the money, trade and projects of the group are reviewed.
- 18 Oct 2026: the Defence Ministry said Rajnath Singh will visit Dushanbe for the 25th CHG meeting on 19–20 October 2026 (PIB).
- Agenda: multilateral cooperation in trade, economy, investment, connectivity, innovation and cultural-humanitarian exchanges; review of ongoing initiatives; decisions on the Organisation’s financial and institutional functioning.
- India’s pitch: start-ups and innovation, digital public infrastructure and people-to-people exchanges.
- Previous CHG: Moscow, 18 November 2025, with EAM S. Jaishankar representing India.
What is the SCO?
- Founded on 15 June 2001 in Shanghai, growing out of the ‘Shanghai Five’ (China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan) of 1996, with Uzbekistan joining.
- India and Pakistan became full members in 2017 (Astana summit); Iran joined in 2023 and Belarus in 2024. There are now 10 members.
- Permanent bodies: Secretariat in Beijing and the Regional Anti-Terrorist Structure (RATS) in Tashkent. Official languages: Russian and Chinese.
- India held its first-ever SCO chairmanship in 2022–23 and hosted a virtual summit on 4 July 2023 under the theme ‘Towards a SECURE SCO’, an idea the Prime Minister first put forward in 2018.
How is the CHG different from the SCO summit?
| Point | Council of Heads of State | Council of Heads of Government |
|---|---|---|
| Rank | Supreme decision-making body | Second-highest body |
| Who attends | Presidents / Prime Ministers who lead their state | Prime Ministers or their nominated ministers |
| Main work | Strategy, membership, major declarations | Trade, economic cooperation, budget of the Organisation |
| India in 2025–26 | PM at the Tianjin summit, 2025 | EAM in Moscow (2025); Defence Minister in Dushanbe (2026) |
Which constitutional and legal provisions apply?
- Article 51 (DPSP): the State shall promote international peace and security and respect international law and treaty obligations.
- Article 73: the Union’s executive power covers foreign affairs, so ministers can represent India and agree to decisions abroad.
- Article 253 and Union List Entries 10 and 14: Parliament legislates on foreign affairs and on implementing treaties and agreements.
- SCO Charter (2002): decisions are taken by consensus, so any single member can block a text it disagrees with.
Where does India draw its lines in the SCO?
India’s steady positions
- Terrorism: wants cross-border terrorism named clearly
- Connectivity: backs projects that respect sovereignty
- Belt and Road: India has stayed out of SCO paragraphs endorsing it
- Consensus: India has refused to sign texts it finds weak on terror, as at the 2025 defence ministers’ meeting
- Positive agenda: start-ups, DPI, traditional medicine, people-to-people ties
Which numbers should you remember?
| Number | What it means |
|---|---|
| 2001 | Year SCO was founded in Shanghai |
| 2017 | India becomes a full member |
| 10 | Member states after Belarus joined in 2024 |
| 25th | This CHG meeting, in Dushanbe, 19–20 Oct 2026 |
Tajikistan borders Afghanistan and China, and sits close to Pakistan-occupied Kashmir across the narrow Wakhan corridor. That is why Central Asian security matters to India.
Why does this matter for India?
| Angle | What to note |
|---|---|
| Central Asia | SCO gives India a regular platform with four of the five Central Asian republics; Turkmenistan is not a member. |
| Security | RATS and counter-terrorism cooperation; India presses for zero tolerance on terror. |
| Connectivity | Chabahar and the International North-South Transport Corridor compete with BRI routes. |
| Balancing | India sits with China and Pakistan in SCO, and with the US, Japan and Australia in Quad. |
What are the challenges?
- China–Pakistan closeness makes consensus on terror language hard; India has refused to sign weak texts before.
- India has no direct land access to Central Asia, so trade stays small.
- Russia and China drive much of the SCO agenda, and India must protect its own room to manoeuvre.
- New members such as Iran and Belarus bring their own disputes into the group.
What should India do next?
- Push practical, India-led ideas such as digital public infrastructure and start-up cooperation, which other members find useful.
- Keep pressing for clear language against cross-border terrorism, and stay firm on sovereignty in connectivity texts.
- Use Chabahar and the INSTC to make up for the lack of a land route.
- Build bilateral ties with each Central Asian state alongside the SCO track.
What can Prelims ask on the SCO?
