UPSC Mains 2022 GS Paper 3 Q1: model answer

Why is Public Private Partnership (PPP) required in infrastructural projects? Examine the role of PPP model in the redevelopment of Railway Stations in India.

10 marks150 wordsDirective: Examine

What the question wants

Explain why infrastructure needs PPP, and examine the PPP model's role in redeveloping railway stations.

How to structure it

Why PPP, then stations.

  1. Need for PPP
  2. Stations under PPP
  3. Problems
  4. The shift that followed

How to think it through

Need: capital gap, efficiency, technology, risk sharing. Stations: IRSDC formed 2012; Habibganj (now Rani Kamlapati) first PPP-redeveloped station, opened November 2021 by Bansal group, with commercial real estate; Gandhinagar. Plan for 400 stations through PPP drew weak interest; IRSDC wound up 2022. Amrit Bharat Station Scheme (2023): 1,337 stations, mostly public funding (EPC). Problems: low commercial value in small towns, land rules, user charges.

Model answer

In November 2021, Habibganj station in Bhopal, renamed Rani Kamlapati, reopened as India's first railway station redeveloped by a private partner. It came with airport-style lounges and a commercial complex on railway land that pays for the station.

Why PPP is needed

  • Capital gap: the railways cannot fund everything from their budget.
  • Efficiency and design skills from private firms.
  • Monetising land: stations sit on valuable city land.
  • Risk sharing in construction and operation.

PPP in station redevelopment

  • IRSDC (2012) was set up to redevelop stations, using commercial rights on spare land.
  • Habibganj and Gandhinagar were the pilots.
  • Plans to redevelop around 400 stations through PPP were announced.

Problems

  • Weak investor interest outside big cities; real estate did not justify cost.
  • Long lease periods and approvals.
  • Fears of user charges on passengers.
  • IRSDC was wound up in 2022 and work returned to the Railways.

What followed

  • The Amrit Bharat Station Scheme (2023) covers 1,337 stations, mostly with public money and EPC contracts.

PPP fits the busy city station; small stations need public funds.

Draw: A station cross-section: platforms below, commercial floors above that pay for them.

Keywords, cases and data to drop in

Rani Kamlapati (Habibganj) 2021, IRSDC 2012, commercial rights, Gandhinagar, Amrit Bharat Station Scheme 1,337 stations, EPC, land monetisation.

Where most answers lose marks

  • Writing only the general need for PPP without the railway station example.

Net foreign direct investment into India was $3.3 billion in August 2026, the third positive month in a row, according to the RBI’s October Bulletin reported by The Hindu on 24 October. Gross inflows were $11.1 billion, almost 68% higher than a year earlier, while outflows rose to $7.7 billion, mainly because foreign firms took profits home. It is a clear turnaround from five months of negative net FDI between August and December 2025.
