NITI’s bioeconomy roadmap: what happened?
The bioeconomy means making things with biology: medicines, vaccines, seeds, fuels, chemicals and materials. India already supplies cheap medicines to the world. The roadmap asks India to move up, from a supplier of affordable products to a country that builds new biotechnologies and manufactures them at scale.
- The roadmap sets a mission-mode strategy to make India a leading global bioeconomy by 2035.
- Its central proposal is six National BioMissions as execution platforms.
- It stresses the convergence of AI and biology.
- It proposes carving a ₹50,000 crore BioEconomy Growth Fund out of the existing ₹1 lakh crore RDI framework.
- It builds on the BioE3 Policy, the MoS (Science and Technology) said at the launch.
What are the six National BioMissions?
| Mission | Area it serves |
|---|---|
| GeneIndia | health: affordable cell and gene therapies |
| AgriBio 2.0 | agriculture: climate-resilient crops and bio-inputs |
| BioX Foundry | industrial biotechnology: AI-enabled biofoundries |
| One Health Grid | pandemic preparedness: integrated disease surveillance |
| Marine Biotechnology | blue economy: marine bio-products |
| BioPharmaNext | next-generation biopharma: biologics, biosimilars, vaccines |
What is the BioE3 Policy?
- BioE3 stands for Biotechnology for Economy, Environment and Employment.
- The Union Cabinet approved it in August 2024.
- It supports R&D and entrepreneurship in 6 thematic sectors and sets up Biomanufacturing and Bio-AI hubs and Biofoundries.
- A biofoundry works on the Design, Build, Test and Learn (DBTL) model: design with AI and computational biology, build DNA constructs, test the organisms, and learn with machine learning for the next round.
Where will the money come from?
- The roadmap proposes a ₹50,000 crore BioEconomy Growth Fund from within the ₹1 lakh crore Research, Development and Innovation (RDI) framework.
- It would fund scale-up, commercialisation, biomanufacturing infrastructure, advanced therapeutics, fermentation platforms, biomaterials, diagnostics and synthetic biology.
- In February 2026 the first national call of a ₹2,000 crore BIRAC-RDI Fund was announced under the same RDI initiative.
What do the numbers show?
| Year | Size | Note |
|---|---|---|
| 2014 | $10 billion | starting point |
| 2025 | $195.3 billion | 4.8% of GDP |
| 2035 | $691 billion | roadmap target |
| 2047 | $2.6 trillion | roadmap target |
A Science Ministry release of 13 Feb 2026 put the 2014 figure at about $8 billion and spoke of a $300 billion target by 2030.
How does a biofoundry turn an idea into a product?
- Design: AI, big data and computational biology pick DNA sequences and pathways
- Build: DNA assembly and transformation of the host organism
- Test: screen the organisms and analyse the products
- Learn: machine learning improves the next design
- Scale up through biomanufacturing
Why does NITI’s bioeconomy roadmap matter?
| Angle | What to note |
|---|---|
| Economy | A path from $195.3 billion to $691 billion by 2035. |
| Jobs | Over 30 million high-value jobs targeted. |
| Health | Cell and gene therapies, vaccines, biosimilars at lower cost. |
| Agriculture | Climate-resilient crops and bio-inputs. |
| Environment | Bio-based fuels, chemicals and materials; BioE3 links to Net Zero. |
| Strategy | Early mover advantage in programmable biology alongside AI. |
What are the challenges in NITI’s bioeconomy roadmap?
- Official numbers differ: the 2014 base is $10 billion in this roadmap but about $8 billion in a February 2026 release.
- Targets have grown fast: $300 billion by 2030 was cited in February 2026; the roadmap now says $691 billion by 2035.
- Biotech needs long-gestation, high-risk patient capital; the Growth Fund is still only a proposal.
- Scale-up and biomanufacturing infrastructure, not research alone, will decide success.
What should be done next on NITI’s bioeconomy roadmap?
- Approve and launch the six BioMissions with clear owners and timelines.
- Set up the BioEconomy Growth Fund within the RDI framework.
- Build shared biofoundries and AI-biology platforms open to startups.
- Publish one agreed official series for bioeconomy size, so progress can be tracked.
