Sarnath’s UNESCO World Heritage inscription: what happened?
Sarnath is where the Buddha delivered his first sermon, the Dharmachakra pravartana (Turning of the Wheel of the Law), in the 6th century BCE. It is one of the four key Buddhist pilgrimage sites named by the Buddha himself. The site declined after the 12th century CE and was rediscovered in the 18th century.
- India’s nomination for the 2025-26 cycle was accepted at Busan, South Korea.
- The site was on the Tentative List since 1998; the proposal went to the Committee in January 2025 after an eighteen-month process and an ICOMOS mission (24 to 29 September 2025).
- With Sarnath inscribed, three of the four main Buddhist pilgrimage sites are on the List: Lumbini (Nepal), Mahabodhi Temple at Bodhgaya (Bihar), and Sarnath (Uttar Pradesh).
- India ranks 6th globally and 2nd in the Asia Pacific region by number of World Heritage Sites.
- India has 69 sites on the Tentative List; each State Party may propose one site a year.
- ASI is the nodal agency for World Heritage matters in India.
What does the inscribed property include?
- Two component parts in Varanasi: Chaukhandi Stupa and the Archaeological Remains of Sarnath.
- Buddhist names for the place include Rishipatana, Ishipatana and Mrigadava.
- Monuments span the pre-Mauryan period (5th-4th centuries BCE to 3rd century BCE) up to the 12th century CE, a stratified settlement across 16 centuries.
- ASI excavations (including 1907-1908) recovered the Mauryan Lion Pillar, later the National Emblem, and Gupta-period sculptures now in the site museum (established 1904).
How does World Heritage listing work?
- 196 nations have ratified the World Heritage Convention, 1972.
- Sites are inscribed for Outstanding Universal Value under cultural, natural or mixed criteria.
- India was a World Heritage Committee member from 2021-25 and hosted the Committee in New Delhi in July 2024.
