The Incentive Scheme for Promotion of Domestic PNG Connections: what happened?

Piped natural gas (PNG) reaches homes through city gas networks, run by companies authorised by PNGRB. Many homes have a pipe but no active, billed connection. Laying a connection costs money, and companies recover it slowly. This scheme makes connecting homes pay off faster.

  • The scheme gives incentives to City Gas Distribution (CGD) entities to turn unbilled connections into active, billed ones and to expand into new areas.
  • A minimum number of connections is fixed for every Geographical Area (GA).
  • For each billed domestic connection above this threshold, the entity gets an extra 200 SCM of domestic APM gas.
  • APM gas is cheaper and replaces the costlier LNG that CGD firms buy for their CNG (transport) segment.
  • The payback period on a domestic connection is expected to fall from about ten years to nearly three years.
Back Story

What is City Gas Distribution?

  • A network of pipelines and allied facilities serving homes, shops and industry.
  • Developed by entities authorised by the Petroleum and Natural Gas Regulatory Board (PNGRB).
  • PNGRB has authorised entities in 309 Geographical Areas that together span the whole mainland.
Back Story

Why is PNG good for homes?

  • Safety: gas flows at low pressure underground; it is lighter than air and disperses quickly if it leaks.
  • Convenience: no booking or changing cylinders; metered bills like electricity.
  • Cost: per unit of energy, PNG usually costs less than LPG.
  • Cleaner air indoors and lower emissions.

What other steps support PNG expansion?

Measures listed by PIB, 13 Sep 2026
MeasureWhat it does
Accelerated Approval Framework (Pipelines Order, 2026)priority, time-bound approvals; uniform Right-of-Way charges
Lower VATStates encouraged to cut VAT on natural gas to 5 per cent
National PNG Drive 2.01 Jan to 30 Jun 2026, to speed up connections
Unified PNG registration portalsingle window to apply for and track connections (being developed)
How it works

How does the incentive work?

  1. GA gets a minimum connection threshold
  2. CGD firm adds billed home connections beyond it
  3. Each extra connection earns 200 SCM of cheaper APM gas
  4. Firm replaces costly LNG in its CNG segment, cutting costs
  5. Payback on a home connection falls from about ten to three years
