Display of hospital rates: what happened?
Surprise hospital bills are a common complaint. The rule to display rates already exists; the Centre is asking States to enforce it.
- The Union Health Secretary wrote to the Chief Secretaries of all States and UTs to make Clinical Establishments display the rates for their services prominently.
- The letter cites the Clinical Establishments (Registration and Regulation) Act, 2010 and the Clinical Establishments (Central Government) Rules, 2012, which require rates to be shown at a conspicuous place in the local language and English.
What does the law require?
- Under the 2012 Rules, Clinical Establishments in States and UTs where the Act applies must display the rates for each service and facility at a conspicuous place, in the local language and in English.
- Where the Act does not apply, State or UT laws govern clinics; several of them also require display of rates.
Why can the Centre only urge States here?
- Health is a State subject, so implementation and enforcement rest with States and UTs. The Act applies in States that adopt it and in UTs.
Why does display of hospital rates matter?
- Patients: Know the likely cost in advance and plan spending.
- Governance: Fewer billing disputes and more trust in health services.
- Medical tourism: Clear package rates for patients on Medical and Ayush Visas.
What can Prelims ask on display of hospital rates?
- Clinical Establishments (Registration and Regulation) Act, 2010; Central Government Rules, 2012.
- Rates must be displayed in the local language and English.
- Health is in the State List.
