CIML in New Delhi: what happened?
When you buy a kilo of rice or fill petrol, you trust the scale and the meter. Legal metrology is the system that makes that trust possible. For the first time, the world body that sets these rules will meet in India. Delegates from France, Germany, the UK, Japan, China, the US and Brazil, among others, are expected.
- 19 Oct 2026: PIB announced the meeting, calling it a milestone for India’s role in harmonising measurement standards, fair trade and consumer protection.
- 26 Oct: international seminar “Evolutions in Legal Metrology” on digital regulatory services, e-learning and international recognition of measuring instruments.
- 27 Oct: OIML Strategy Workshop on the organisation’s future direction, emerging challenges and digital transformation.
- Agenda: new and revised international recommendations, the OIML Certification System (OIML-CS), digital transformation, capacity building and cooperation.
What are OIML and CIML?
- OIML is an intergovernmental body, set up in 1955, that harmonises rules for measuring instruments.
- CIML is its principal decision-making body; each Member State sends one representative.
- OIML Recommendations are model rules for instruments that countries can adopt in their national laws.
- OIML-CS lets a single certificate for an instrument be accepted across countries.

Common standards reduce technical barriers to trade, so an Indian-made meter certified once can sell abroad more easily. For buyers, PIB says, accurate measurement means fair deals and correct quantity declarations.
Why does this matter?
| Angle | What to note |
|---|---|
| Consumer protection | Accurate weights, fuel dispensers and meters stop buyers being short-changed. |
| Trade | Harmonised standards cut repeat testing and certification for Indian exporters. |
| Soft power | Hosting raises India’s voice in global technical standard-setting. |
| Ease of business | Shift towards trust-based, digital regulation in legal metrology. |
What are the challenges?
- Weak staffing and enforcement capacity in many State legal metrology departments.
- Short-weighting and tampered scales are still common complaints in local markets.
- New technology such as smart meters and automated instruments needs updated standards.
- Small manufacturers struggle with the cost and paperwork of international certification.
What should be done next?
- Align Indian rules faster with new OIML Recommendations as they are approved.
- Expand testing labs in India that can issue OIML-CS certificates.
- Digitise verification, stamping and complaint handling across all States.
- Help MSMEs with awareness and certification support for export markets.
