11 crore Farmer IDs created five months early under the Digital Agriculture Mission and Agri Stack

In 30 seconds

For a farmer, every scheme used to mean a fresh pile of papers. One digital ID is meant to end that. Under the Digital Agriculture Mission, 11 crore Farmer IDs were created by 23 October, five months before the March 2027 deadline. One verified ID means no repeat proofs for loans, insurance or relief. For you, it links Agri Stack, the Kisan Credit Card, PMFBY and land-record reform.

Farmer ID milestone: what happened?

  • 23 Oct 2026: 11 crore unique Farmer IDs were created, five months ahead of the 31 March 2027 deadline. About 26% belong to women farmers (BusinessLine).
  • They come under the Digital Agriculture Mission of the Agriculture Ministry, approved in September 2024.
  • They give “transparent, efficient and timely” access to schemes, bank loans, crop insurance and disaster relief.
  • Minister Shivraj Singh Chouhan called it cooperative federalism; over 6 crore farmers have already got benefits through it.
Back Story

What is Agri Stack?

Think of Agri Stack as an Aadhaar for farming that also knows your land and your crop.

  • The Digital Agriculture Mission was approved with ₹2,817 crore to build Agri Stack, a shared digital base (digital public infrastructure) for farming.
  • Three registries (official lists): the Farmers’ Registry (Farmer ID), geo-referenced village maps (maps tied to GPS points) and the Crop Sown Registry.
  • Farmer IDs are linked to land records, so a farmer’s identity, land and crops sit in one verified system.
  • States are taking steps to include tenant farmers and actual cultivators.

Remember it as WHO–WHERE–WHAT

WHO is the farmer? Farmers’ Registry. WHERE is the land? Geo-referenced village maps. WHAT is growing? Crop Sown Registry.

Which schemes does it connect?

  • Kisan Credit Card (1998): short-term loans for crops, post-harvest needs, farm-asset upkeep and household use; extended to animal husbandry and fisheries in 2018-19.
  • PMFBY (2016, crop insurance): farmer premium 2% for kharif, 1.5% for rabi food and oilseed crops, 5% for commercial and horticultural crops; voluntary since 2020.
  • MSP (minimum support price): recommended by the Commission for Agricultural Costs and Prices for 22 crops; procurement is not unlimited.
  • DILRMP: 100% Centre-funded; digitises land records and maps, the base of the Farmer ID.
  • DPDP Act, 2023: farmers’ personal data needs consent to be used.
How it works

How is a Farmer ID made and used?

From land record to benefit

  1. The State checks the farmer’s identity and land records.
  2. A unique Farmer ID is created in the Farmers’ Registry.
  3. Crop details come from the Crop Sown Registry and village maps.
  4. Banks, insurers and buying agencies check the ID instead of fresh papers.
  5. Benefits go straight to the farmer’s bank account.

What are the challenges?

  • Tenants at risk: IDs rest on land records, so tenants and sharecroppers may be missed.
  • Data quality: errors in old land records can deny benefits.
  • Data safety: personal and land data must be protected.
  • Digital divide: older and remote farmers need help.
Road Ahead

What should be done?

  • Finish digitising land records and maps, and update them often.
  • Bring tenants and actual cultivators onto the platform.
  • Use data only with consent under the DPDP Act, 2023.
  • Quick complaint redress at the village level.
