₹14,500-crore viability gap for 92 GWh grid energy storage

In 30 seconds

The Union Cabinet has approved ₹14,500 crore of Viability Gap Funding for grid-scale energy storage. It will support 92 GWh of storage from 2026-27 to 2030-31. The goal is to store solar and wind power for use after sunset or when wind drops. Read it to revise pumped-storage hydro, batteries and Viability Gap Funding.

Grid storage plan: what happened?

Solar power peaks at noon, but homes need the most power after dark. Storage is the bridge between the two.

  • The Cabinet approved ₹14,500 crore of Viability Gap Funding for grid-scale storage.
  • It will support 92 GWh between 2026-27 and 2030-31: 60 GWh pumped hydro, 30 GWh battery storage and 2 GWh emerging technologies.
  • Total project cost is about ₹97,600 crore.
  • Projects will be given through tariff-based competitive bidding.
  • Battery projects must meet a 40% domestic content requirement.
Back Story

Why does India need energy storage?

Solar and wind power are variable: they fall when the sun sets or the wind drops.

Pumped-storage hydro pumps water uphill when power is cheap and releases it through turbines when power is needed. Battery energy storage systems (BESS) store power in batteries.

Viability Gap Funding is a one-time grant that fills the gap between a project’s cost and what tariffs can pay, so private investors find it worth building.

Which laws and Articles apply?

  • Electricity Act, 2003: framework for power generation and supply.
  • Viability Gap Funding: grant support for infrastructure that is not viable on tariffs alone.
  • Panchamrit target: 500 GW non-fossil capacity by 2030.
  • Make in India: 40% domestic content for battery projects.

What can Prelims ask on grid energy storage?

Prelims probability: High: a large new Viability Gap Funding figure (₹14,500 crore, 92 GWh) on energy storage, a theme UPSC asks about often, with pumped storage as a static hook.

  • Pumped-storage hydro: long-duration storage.
  • BESS: battery energy storage systems.
  • VGF: grant to make projects viable.
  • 92 GWh supported from 2026-27 to 2030-31.
  • Target: 411 GWh storage by 2031-32.
