Chapter 4 · Topic 4.1 · Prelims + Mains1 of 3
Regional & Global Groupings: SAARC, BIMSTEC, IOR and ASEAN
Key points
- SAARC has stalled. The 2016 Islamabad summit was called off after the Uri attack.
- BIMSTEC: seven Bay of Bengal states, Pakistan out, Myanmar and Thailand in.
- IORA covers trade and investment, not only maritime security. IONS is a voluntary navies' forum.
- ASEAN has 11 members. Timor-Leste joined on 26 October 2025.
- India stayed out of RCEP over cheap imports, chiefly from China.
- Mekong-Ganga Cooperation: India, Cambodia, Laos, Myanmar, Thailand, Vietnam.
Prelims box: facts and traps
- India has shifted energy to BIMSTEC (Bay of Bengal), which links South Asia with South-East Asia and leaves out Pakistan, and to Indian Ocean bodies such as IORA and IONS.
- ASEAN has 11 members. Timor-Leste became the 11th on 26 October 2025.
- BIMSTEC Energy Centre: Bengaluru. Centre for Weather and Climate: NOIDA.
- Trap: Bangladesh and China are not in Mekong-Ganga Cooperation.
SAARC, BIMSTEC and Indian Ocean groupings
Think of a club that stops meeting because two members keep fighting. That is SAARC (South Asia), which is stuck because India-Pakistan hostility blocks consensus (every member must agree). India has shifted its energy to BIMSTEC (Bay of Bengal), which links South Asia with South-East Asia and leaves out Pakistan, and to Indian Ocean bodies such as IORA and IONS.
Mains 2016 said cross-border terror attacks and Pakistan’s interference in other members’ affairs hurt SAARC’s future. Examples:
- the 2016 Islamabad summit was called off after the Uri attack, when several members pulled out,
- SAFTA (the South Asian free trade area) trade remains tiny,
- regional connectivity agreements were blocked.
“Increasing cross-border terrorist attacks in India and growing interference in the internal affairs of several member-states by Pakistan are not conducive for the future of SAARC (South Asian Association for Regional Cooperation).” Explain with suitable examples.
Mains 2022 asked whether BIMSTEC is a parallel organisation like SAARC. Not a copy. It is similar in being regional and consensus-based, but different in members (Myanmar and Thailand in, Pakistan out), focus (sector-wise cooperation and Bay of Bengal connectivity) and its fit with Act East and Neighbourhood First.
Do you think that BIMSTEC is a parallel organisation like the SAARC? What are the similarities and dissimilarities between the two? How are Indian foreign policy objectives realized by forming this new organisation?
Prelims 2025 on BIMSTEC: only statement I is correct: “It is a regional organization consisting of seven member States till January 2025.” Answer (d).
Consider the following statements in respect of BIMSTEC : I. It is a regional organization consisting of seven member States till January 2025. II. It came into existence with the signing of the Dhaka Declaration, 1999. III. Bangladesh, India, Sri Lanka, Thailand and Nepal are founding member States of BIMSTEC. IV. In BIMSTEC, the subsector of ‘tourism’ is being led by India. Which of the statements given above is/are correct?

ASEAN and Act East
ASEAN, the Association of Southeast Asian Nations, now has 11 members. Timor-Leste became the 11th on 26 October 2025 at the 47th ASEAN Summit in Kuala Lumpur. ASEAN is at the centre of India’s Act East policy:
- summits and the ASEAN-India trade-in-goods agreement,
- connectivity through Myanmar (the Trilateral Highway, the Kaladan project),
- maritime cooperation in the Indo-Pacific.
India stayed out of RCEP, a large Asian trade deal, over fears of cheap imports, chiefly from China.

Consider the following groupings:
1. ASEAN Regional Forum (ARF)
2. East Asia Summit (EAS)
3. ASEAN Defence Ministers' Meeting-Plus (ADMM-Plus)
4. Asia-Pacific Economic Cooperation (APEC) In how many of the above is India a participant?
Answer (c) & explanation
India takes part in three. It joined the ARF in 1996, has been in the East Asia Summit since the first meeting in 2005, and has been one of the eight 'Plus' countries in the ADMM-Plus since its inaugural meeting in Ha Noi in 2010. India is not a member economy of APEC, which has 21 member economies. Hence only three.
The regional grouping now known as BIMSTEC came into existence through which one of the following?
Answer (b) & explanation
BIMSTEC was set up on 6 June 1997 when Bangladesh, India, Sri Lanka and Thailand signed the declaration establishing BIST-EC in Bangkok. This founding text is known as the Bangkok Declaration. Dhaka hosts the Secretariat (from 2014), which is why students wrongly link the founding to Dhaka.
Consider the following countries:
1. Bhutan
2. Myanmar
3. Sri Lanka
4. Maldives
How many of the above are members of both SAARC and BIMSTEC?
Answer (b) & explanation
BIMSTEC has seven members: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand. SAARC has eight: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. Of the four listed, Bhutan and Sri Lanka are in both. Myanmar is in BIMSTEC but not SAARC, and the Maldives is in SAARC but not BIMSTEC.
Consider the following statements about the evolution of BIMSTEC:
1. The grouping began in 1997 with four members under the name BIST-EC.
2. Myanmar joined the grouping in the same year in which it was founded.
3. The present name, Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation, was adopted at the First Summit held in Bangkok in 2004.
Which of the statements given above are correct?
Answer (d) & explanation
The grouping was founded on 6 June 1997 as BIST-EC (Bangladesh, India, Sri Lanka, Thailand Economic Cooperation). Myanmar joined on 22 December 1997, and the name became BIMST-EC. After Bhutan and Nepal were admitted in 2004, the grouping took its present name at the First Summit in Bangkok (31 July 2004). All three statements are correct.
Consider the following statements regarding the review of the ASEAN–India Trade in Goods Agreement (AITIGA), as recorded at the 22nd AEM–India Consultation held in Kuala Lumpur on 26 September 2025:
1. A study by the Economic Research Institute for ASEAN and East Asia (ERIA), carried out with India's Centre for WTO Studies, had been completed in support of the review.
2. Substantial conclusion of the review was one of the Priority Economic Deliverables of Malaysia's ASEAN Chairmanship in 2025.
3. The review had been concluded and an upgraded agreement signed before the Consultation.
4. India proposed starting discussions on a review of the ASEAN–India Trade in Services Agreement.
How many of the statements given above are correct?
Answer (c) & explanation
The Joint Media Statement of the 22nd AEM–India Consultation (26 September 2025) gives the position as of that date. Statement 1 is correct: ministers welcomed the completed study by ERIA in collaboration with India's Centre for WTO Studies, which supported the AITIGA review, including on how the agreement could contribute to global value chains. Statement 2 is correct: the substantial conclusion of the review was one of the Priority Economic Deliverables of Malaysia's 2025 Chairmanship. Statement 3 is wrong: ministers only noted the progress of the review and called for negotiations to be intensified, so it was still under way. A month later, the 22nd ASEAN–India Summit (26 October 2025) again welcomed the 'progress achieved so far in the ongoing negotiations'. Statement 4 is correct: ministers noted India's proposal to begin discussing a review of the services agreement on a mutually agreed timeline. Hence three statements.
Consider the following statements about ASEAN Plus Three (APT) cooperation:
1. The APT Summit was institutionalised in 1999, when the leaders issued a Joint Statement on East Asia Cooperation at Manila.
2. The ASEAN Plus Three Emergency Rice Reserve (APTERR) was set up under an agreement signed by the APT ministers of agriculture and forestry in 2011.
3. The first East Asia Vision Group was launched in response to the global financial crisis of 2008.
4. The Network of East Asian Think-Tanks (NEAT) is a Track 1 body of the APT Foreign Ministers.
How many of the statements given above are correct?
Answer (b) & explanation
The ASEAN Secretariat's 'Overview of ASEAN Plus Three Cooperation' (as of 12 June 2024) supports statements 1 and 2. APT began in December 1997 with an informal summit of ASEAN leaders with China, Japan and the Republic of Korea in Malaysia, and was institutionalised in 1999 through the Joint Statement on East Asia Cooperation at the 3rd APT Summit in Manila. APTERR was established under an agreement signed by the APT agriculture and forestry ministers in October 2011 in Jakarta, to strengthen food security without distorting normal trade. Statement 3 is wrong: the first East Asia Vision Group was launched at the APT Summit of December 1998, against the backdrop of the 1997 Asian financial crisis; its report went to the 2001 Summit. Statement 4 is wrong: NEAT is the APT's Track 2 network, which submits recommendations to the annual APT Summit. Hence only two.
With reference to the membership of BIMSTEC, consider the following statements:
1. Both of its landlocked members were admitted in the same year.
2. Every BIMSTEC member is also a member of either SAARC or ASEAN.
Which of the statements given above is/are correct?
Answer (c) & explanation
The landlocked members, Nepal and Bhutan, were both admitted in 2004, so statement 1 is correct. Five members (Bangladesh, Bhutan, India, Nepal, Sri Lanka) are in SAARC, and the other two (Myanmar, Thailand) are in ASEAN. So every member belongs to one of the two, and statement 2 is also correct. That is why BIMSTEC is called a bridge between South and South-East Asia.
Consider the following statements about the sectors of cooperation in BIMSTEC:
1. Tourism and fisheries were among the sectors identified when the grouping was founded in 1997.
2. Counter-terrorism was one of the original sectors of cooperation in 1997.
3. Agriculture was one of the original sectors of cooperation in 1997.
Which of the statements given above is/are correct?
Answer (a) & explanation
According to the BIMSTEC Secretariat, cooperation began in 1997 with six sectors: trade, technology, energy, transport, tourism and fisheries. Agriculture, public health, poverty alleviation, counter-terrorism, environment, culture, people-to-people contact and climate change were added later, taking the total to fourteen before the sectors were regrouped. Only statement 1 is correct.
