Model answer

Gender equality means equal rights, opportunities and outcomes, such as equal pay for equal work. Gender equity means fair treatment, which may need different support to reach equality, like reserved panchayat seats or maternity benefits. Women's empowerment is the process by which women gain control over choices, resources and voice. Equity is the means, equality the goal, empowerment the process.

Why a gender lens in programmes

  • Different needs: women fetch water and fuel; Ujjwala and Jal Jeevan Mission save their time and health.
  • Access barriers: women own less land and fewer phones, so title- or app-based schemes can exclude them.
  • Better outcomes: PMAY houses in women's names raise their say at home.
  • Avoiding harm: no toilets or crèches keeps women away; MGNREGA provides worksite crèches.
  • Tracking: gender budgeting since 2005-06.

A gender-blind programme is rarely neutral; designing with women brings both justice and efficiency.
