Battle Brief

The Lucknow Development Authority (LDA) has sent a revised proposal to the State government to bring 662 revenue villages under its jurisdiction, extending planning control beyond its present 1,082 sq km to the rest of Lucknow district, except LIDA and cantonment areas. The aim is to check unplanned growth, extend infrastructure and regularise unauthorised colonies once the government approves.

LDA expansion: what is proposed?

Cities in UP are growing faster than their maps. When houses come up before roads and drains, fixing it later costs far more. This proposal is about drawing the plan before the city spreads.

  • Covers the remaining areas of Sarojini Nagar, Kakori, Malihabad, Bakshi Ka Talab, Gosainganj and Mohanlalganj blocks, and the whole of Mal block (HT, 22 Oct 2026).
  • Also 10 nagar panchayats, including Mahona, Itaunja, Malihabad, Kakori, Banthra and Gosainganj.
  • The LDA board approved it on 5 July 2024; the government sought more details, which were sent on 3 October 2024.
  • It follows the CM’s July 2022 review that found much of the city’s growth unplanned.
Back Story

What is a development authority?

  • Set up under the Uttar Pradesh Urban Planning and Development Act, 1973.
  • It prepares the master plan, approves building maps and develops housing schemes.
  • It is a State government body, different from the elected Nagar Nigam.
  • LIDA (Lucknow Industrial Development Authority) handles industrial areas separately.

  • 74th Constitutional Amendment (1992): Part IXA, Articles 243P–243ZG; Twelfth Schedule lists urban planning as a municipal function.
  • Article 243ZE: Metropolitan Planning Committee for areas with over 10 lakh people.
  • Article 243ZD: District Planning Committee consolidates rural and urban plans.
  • UP Urban Planning and Development Act, 1973 governs development areas.
Fault Lines

What are the challenges?

  • Overlap between the LDA and elected local bodies can weaken local democracy.
  • Villagers may face new building rules and fees.
  • Regularising illegal colonies can reward rule-breaking.
  • The proposal has been pending since 2024.
Road Ahead

What should be done next?

  • Consult the panchayats and nagar panchayats being added.
  • Prepare a master plan with roads, drainage and green belts before growth.
  • Strengthen the Metropolitan Planning Committee.
  • Protect farmland and floodplains of the Gomti.
