What do you understand by the terms ‘governance’, ‘good governance’ and ‘ethical governance’?

10 marks150 wordsDirective: What do you understand

What the question wants

Define and distinguish governance, good governance and ethical governance.

How to structure it

Three definitions, a ladder.

  1. Governance
  2. Good governance
  3. Ethical governance
  4. Link

How to think it through

Governance: process of decision-making and implementation (UNDP/World Bank 1992). Good governance: UNDP eight characteristics—participation, rule of law, transparency, responsiveness, consensus, equity, effectiveness, accountability. Ethical governance: good governance + moral values: integrity, compassion, justice; 2nd ARC 4th report. Indian: Ramarajya, Kautilya's 'happiness of subjects'. Example: Good Governance Day 25 Dec; Aspirational Districts; RTI.

Model answer

Governance is about how decisions are made; good governance asks whether they are made well; ethical governance asks whether they are made rightly. The three form a ladder.

Governance

  • The process by which decisions are made and carried out, by government, markets and civil society together.
  • The World Bank (1992) described it as the manner in which power is exercised in managing a country's resources.

Good governance

  • Governance that meets certain standards. The UNDP lists eight: participation, rule of law, transparency, responsiveness, consensus orientation, equity, effectiveness and efficiency, and accountability.
  • India marks 25 December as Good Governance Day; tools like RTI, e-governance and citizen's charters aim at these standards.

Ethical governance

  • Good governance plus moral values: integrity, impartiality, compassion and justice in every decision.
  • The 2nd ARC's 4th Report (2007) on Ethics in Governance argued that systems need ethical people and ethical rules both.

The link

  • Governance can be efficient and still unjust; ethical governance makes sure efficiency serves people.

Governance runs the machine; good governance tunes it; ethical governance decides where it goes.

Draw: A three-step ladder: governance → good governance → ethical governance.

Census 2027: can private teachers be made enumerators? The Census Rules amendment and Article 23

Census 2027 needs over 30 lakh enumerators, the people who go door to door counting everyone. This month the Centre amended the Census Rules, 1990 to name teachers of private schools and staff of banks and companies as possible enumerators. But two High Courts had already stopped governments from forcing private-school teachers into Census duty. For you, it raises a classic exam question: can a rule make private citizens do public work, and what do the Census Act and Article 23 allow?
