How to think it through

E-governance used to mean putting forms online. Industry 4.0 brings AI, IoT, big data and cloud, so government itself becomes a platform. India's digital public infrastructure is the best example.

Model answer

In 2016 UPI handled a few thousand transactions; by 2025 it handled well over 1,500 crore in a single month. When payments, identity and documents became digital, government stopped treating e-governance as an add-on.

Why it is now integral

  • Digital public infrastructure: Aadhaar, UPI, DigiLocker and the Account Aggregator framework form 'India Stack'.
  • AI and data: crop insurance claims assessed by satellite and drones; AI in tax scrutiny.
  • IoT: smart meters, CCTV networks and integrated command centres in Smart Cities.
  • Platforms: CoWIN, eSanjeevani and GeM moved core functions online.
  • Faceless assessment and e-courts reduce human discretion.

Risks

  • Digital divide and exclusion.
  • Cyber attacks, as on AIIMS Delhi's servers in 2022.
  • Privacy and surveillance concerns; the DPDP Act, 2023 must be enforced fairly.
  • Algorithmic decisions without explanation or appeal.

Nobody now imagines a tax return, a land record or a scholarship without a portal. The digital revolution has made e-governance the operating system of the State. Its success will be judged by inclusion and trust, not by speed alone.

Draw: A stack: identity, payments, documents, data, with services sitting on top like apps.

Census 2027: can private teachers be made enumerators? The Census Rules amendment and Article 23

Census 2027 needs over 30 lakh enumerators, the people who go door to door counting everyone. This month the Centre amended the Census Rules, 1990 to name teachers of private schools and staff of banks and companies as possible enumerators. But two High Courts had already stopped governments from forcing private-school teachers into Census duty. For you, it raises a classic exam question: can a rule make private citizens do public work, and what do the Census Act and Article 23 allow?
