UPSC Mains 2023 GS3 Q8: model answer
What is oil pollution? What are its impacts on the marine ecosystem? In what way is oil pollution particularly harmful for a country like India?
What the question wants
Define oil pollution, effects on marine life, and India-specific harm.
How to structure it
Intro: release of petroleum into the sea from spills, ship discharge, runoff. Body: (1) Marine impacts: slick blocks light and oxygen, coats birds and mammals, toxic to fish larvae, kills coral and mangroves, bioaccumulation; (2) Why harmful to India: long coast, fishing livelihoods, mangroves and coral reefs, busy shipping lanes, tourism, examples Chennai Ennore (2017, 2023), MSC Elsa 3 off Kerala (2025); (3) Response: NOS-DCP, Coast Guard. Conclusion: prevention and rapid response.
- 1(1) Marine impacts: slick blocks light and oxygen, coats birds and mammals, toxic to fish larvae, kills coral and mangroves, bioaccumulation
- 2(2) Why harmful to India: long coast, fishing livelihoods, mangroves and coral reefs, busy shipping lanes, tourism, examples Chennai Ennore (2017, 2023), MSC Elsa 3 off Kerala (2025)
- 3(3) Response: NOS-DCP, Coast Guard
Model answer
Oil pollution is the release of petroleum into the sea through tanker spills, ship discharges, offshore drilling and runoff.
Impacts on the marine ecosystem
- A surface slick blocks sunlight and oxygen exchange, harming plankton at the base of the food chain.
- Oil coats feathers and fur, so birds and mammals lose insulation and buoyancy.
- Toxic compounds kill fish eggs and larvae.
- Coral reefs, seagrass and mangroves are smothered.
- Toxins build up in the food chain and reach humans.
Why especially harmful for India
- A long coastline with millions of fishers depending on the sea.
- Fragile ecosystems: the Sundarbans, Gulf of Mannar coral reefs and Bhitarkanika mangroves.
- India lies along busy oil tanker routes from the Gulf.
- Recent cases: the Ennore spills near Chennai (2017 and the 2023 floods) and the sinking of the MSC Elsa 3 off Kerala (2025).
The Coast Guard's National Oil Spill Disaster Contingency Plan and MARPOL enforcement need faster response equipment.
