UPSC Mains 2014 GS Paper 2 Q13: model answer

Should the premier institutes like IITs/IIMs be allowed to retain premier status, allowed more academic independence in designing courses, and also decide mode/criteria of selection of students? Discuss in light of the growing challenges.

12 marks200 wordsDirective: Discuss

What the question wants

Discuss whether IITs and IIMs should keep premier status and gain freedom in courses and admissions, given current challenges.

How to structure it

Should + discuss: case for, concerns, safeguards.

  1. Their role
  2. Case for autonomy
  3. Concerns
  4. What happened since
  5. Balance

How to think it through

IIMs got statutory autonomy in 2017. IITs remain under the IIT Act with more central control. Rankings, faculty shortages and diversity are the 'growing challenges'. Autonomy plus accountability is the answer.

Model answer

In 2014 no Indian institution was in the world's top 200 in the QS rankings. Yet IIT and IIM graduates led global firms. The gap between their brand and their research output was the backdrop to this question.

Why autonomy

  • Global competition: top universities design their own courses and admissions.
  • Speed: new fields like AI, data science and climate need quick course changes.
  • Faculty: freedom to hire globally and pay competitively.
  • Industry links: flexible programmes with firms.
  • Admissions: the right to choose tests suited to each programme.

Concerns

  • Equity: reservation and fair access must not be diluted; CAT and JEE are transparent.
  • Fees: autonomy can mean higher fees that exclude poor students.
  • Accountability for public money.
  • Brand erosion if new institutes get the label without quality.

What has happened since

  • The IIM Act, 2017 gave IIMs the power to award degrees, choose directors and set fees, with a board of governors at the top.
  • The Institutions of Eminence scheme (2017) gave chosen institutes freedom over fees, courses and foreign faculty.
  • Several IITs now feature in the global top 200 (QS 2026), and IIT Madras opened a campus in Zanzibar.
  • NEP 2020 calls for graded autonomy for all institutions.

Challenges

Faculty shortages, low PhD output, student stress, and weak diversity in faculty.

Balance

Premier status should be earned and renewed through independent review. Autonomy in courses and selection, with reservation, transparency and public reporting, is the right model.

Draw: A balance: autonomy (courses, faculty, admissions) vs accountability (equity, fees, public reporting).

Keywords, cases and data to drop in

IIT Act 1961, IIM Act 2017, Institutions of Eminence 2017, graded autonomy (UGC 2018), NEP 2020, NIRF, QS rankings, IIT Madras Zanzibar, reservation in admissions.

Where most answers lose marks

  • Ignoring 'growing challenges'. Mention rankings, faculty and equity.
