UPSC Mains 2016 GS Paper 2 Q16: model answer

“Demographic Dividend in India will remain only theoretical unless our manpower becomes more educated, aware, skilled, and creative.” What measures have been taken by the government to enhance the capacity of our population to be more productive and employable?

12 marks200 wordsDirective: Answer

What the question wants

Explain what the government has done to make India's population more productive and employable so the demographic dividend is realised.

How to structure it

Measures taken: frame the quote, then measures in groups.

  1. The dividend
  2. Education
  3. Skilling
  4. Health
  5. Jobs and enterprise
  6. Gaps

How to think it through

India's median age is about 28; its working-age share will peak around the 2040s. The window closes. List measures by category: education, skills, health, jobs. Add one honest sentence on gaps, because 'theoretical' is in the quote.

Model answer

India's median age is about 28, while China's is near 40 and Japan's near 49. The working-age share of India's population will keep rising for about two more decades. A dividend, however, is paid only to an educated, healthy and employed workforce; otherwise it turns into a burden.

Education

  • RTE Act, 2009 and Samagra Shiksha for universal schooling.
  • NEP 2020: foundational literacy, vocational exposure from Class 6, multidisciplinary higher education.
  • PM SHRI schools as model institutions.

Skilling

  • Skill India Mission (2015), the National Skill Development Corporation, and PMKVY, now in its fourth phase.
  • National Apprenticeship Promotion Scheme and the PM Internship Scheme (2024).
  • ITIs upgraded; Skill India Digital Hub.

Health and nutrition

  • Poshan Abhiyaan, PM-JAY and Ayushman Arogya Mandirs, because stunted children grow into less productive adults.

Jobs and enterprise

  • Startup India, Stand-Up India, MUDRA loans.
  • PLI schemes for manufacturing; the Employment Linked Incentive scheme.
  • Labour codes in force from 2025 to simplify hiring.

Awareness and creativity

  • Atal Tinkering Labs in schools; Digital India for digital skills.

Gaps

  • Only a small share of the workforce has formal vocational training (PLFS).
  • Female labour participation, though rising, remains low.
  • Learning outcomes and graduate employability lag.
  • Skilling is often short-term, with weak placement records.

These measures are wide-ranging. Making the dividend real depends on quality, women's work and job creation, not on the number of schemes.

Draw: A window between two dates (opening and closing of the dividend) with education, skills, health and jobs as the four panes.

Keywords, cases and data to drop in

demographic dividend, median age, NEP 2020, Skill India 2015, NSDC, PMKVY 4.0, NAPS, PM Internship Scheme, PLI, ELI, Atal Tinkering Labs, PLFS.

Where most answers lose marks

  • Listing schemes without linking them to 'educated, aware, skilled and creative'.
