UPSC Mains 2021 GS Paper 3 Q14: model answer

Updated

What are the present challenges before crop diversification? How do emerging technologies provide an opportunity for crop diversification?

15 marks250 wordsDirective: Answer

What the question wants

Discuss the current challenges to crop diversification and how emerging technologies open opportunities for it.

How to structure it

Challenges, then technology.

  1. Why diversify
  2. Price and market challenges
  3. Farm and input challenges
  4. Technology opportunities
  5. Policy support
  6. Conclusion

How to think it through

Diversification away from rice–wheat and sugarcane is needed for water, soil and nutrition. Challenges: MSP and procurement bias, free power, risk aversion, lack of markets, storage and processing for alternatives, small holdings, seed and knowledge gaps. Technology: precision farming, remote sensing for crop planning, drones, biotech and climate-resilient seeds, digital markets, cold chains, Agri Stack.

Model answer

Haryana's Mera Pani Meri Virasat offered farmers ₹7,000 an acre to give up paddy. Many still went back to rice. That one fact sums up the challenge: farmers stay with the crop that the market and the state make safe.

Price and market challenges

  • MSP with assured procurement mainly for rice and wheat; for pulses, oilseeds and millets procurement is thin.
  • No assured buyer for alternatives; price crashes in vegetables.
  • Weak value chains: few processing units for maize, millets or pulses.

Farm and input challenges

  • Free or cheap power and water favour thirsty crops.
  • Small holdings and risk aversion; one failed crop means debt.
  • Seed and knowledge gaps for new crops; extension still cereal-centric.
  • Climate risk in rainfed areas.

Opportunities from emerging technologies

  • Remote sensing and GIS to map soils and water and plan crops zone by zone.
  • Precision agriculture: sensors, drones and variable-rate input application.
  • Biotechnology: climate-resilient and short-duration varieties; genome-edited rice released in 2025.
  • Protected cultivation and hydroponics for high-value vegetables.
  • Digital markets: e-NAM, FPO platforms, ONDC for agri-produce.
  • Cold chains and solar cold rooms that keep perishables.
  • Agri Stack and AI advisories to tell a farmer what to grow and where to sell.

Policy support

  • Crop-neutral incentives, such as support per hectare rather than per quintal.
  • Missions for pulses and oilseeds, with procurement through NAFED and NCCF.
  • Price deficiency payments, as in Madhya Pradesh's Bhavantar, to cover the gap when market prices fall.
  • Crop insurance and credit designed for new crops, so the first season of change is not a gamble.

Technology can show the farmer a better crop; only a market can make him take the risk to grow it.

Draw: A two-column table: challenge vs matching technology.

Keywords, cases and data to drop in

Mera Pani Meri Virasat, MSP bias, risk aversion, remote sensing, precision agriculture, genome-edited rice (2025), hydroponics, e-NAM, ONDC, Agri Stack, crop-neutral support.

Where most answers lose marks

  • Writing only about technology. The first half on challenges carries equal marks.

Double fortified salt: a ready answer to anaemia

Anaemia means the blood does not have enough healthy red cells or haemoglobin to carry oxygen, so a person feels tired and weak. Most of it in India comes from too little iron. Double Fortified Salt (DFS), ordinary salt that carries both iodine and iron, is a cheap fix already tested in India. A former Tata Trusts adviser argues it is being used unevenly. Read it for food fortification, Anaemia Mukt Bharat and ICDS.

Punjab farm fires: why Tarn Taran and Amritsar account for 72% of stubble burning so far

Punjab recorded 574 farm fires between September 15 and October 24, and 414 of them, or 72%, were in just two Majha districts, Tarn Taran and Amritsar. Farmers there harvest short-duration paddy early and hurry to sow green peas or potatoes before wheat. For you, this connects stubble burning, cropping patterns and the CAQM.

11 crore Farmer IDs created five months early under the Digital Agriculture Mission and Agri Stack

The Centre is building a digital register of farmers, so that each farmer has one verified identity for all schemes. Under the Digital Agriculture Mission, 11 crore Farmer IDs were created by the night of 23 October, five months before the March 2027 deadline. With this ID, farmers need not submit the same papers again and again for loans, crop insurance or relief. For you, this links Agri Stack, the Kisan Credit Card, PMFBY and land-record reform.

Agrivoltaics World Conference in Delhi: PM-KUSUM’s next phase and the small-farmer test

Opening the 7th Agrivoltaics World Conference at Bharat Mandapam on 21 October 2026, the first in the Global South, Renewable Energy Minister Pralhad Joshi said the next phase of PM-KUSUM will carry one of the world’s most ambitious agrivoltaics programmes. Agriculture Minister Shivraj Singh Chouhan said the policy must work for the 85% of farmers who are small and marginal, with an average holding of just 0.96 hectare.
