How to think it through
Challenges: inclusion and exclusion errors, leakages, poor quality, dealer viability, authentication failures, storage losses, cereal-only basket, fiscal cost. Fixes: updated beneficiary lists, ONORC, diversify basket, better dealer margins, grain ATMs, social audits, grievance apps, real-time dashboards, DBT where markets work.
Model answer
In 2018 a girl in Jharkhand's Simdega died reportedly after her family's ration card was cancelled for not being linked to Aadhaar. The case is a reminder that the PDS can fail through exclusion as well as theft.
Challenges
- Exclusion: people missing from lists based on the 2011 Census, and biometric failures.
- Inclusion errors: better-off families holding cards.
- Leakages and diversion, though much reduced after digitisation.
- Poor grain quality and short weighing.
- Low dealer margins, which invite malpractice.
- Cereal-only basket, weak on nutrition.
Making it effective
- Updated beneficiary lists and a fresh coverage count.
- ONORC for migrants; doorstep delivery in remote areas.
- Diversified basket: millets, pulses, fortified rice.
Making it transparent
- Real-time dashboards of stock and sales; SMS alerts to cardholders.
- Social audits and grievance helplines.
- Public display of stock and entitlement at every ration shop.
- Offline backup (OTP or nominee) where biometrics fail, so no one is turned away.
- Better dealer margins, as Chhattisgarh's community-run shops showed.
The PDS works best when it is both digital and humane.
Draw: A two-column table: challenge vs fix.
Keywords, cases and data to drop in
PDS, inclusion and exclusion errors, Aadhaar authentication, ePoS, ONORC, dealer margin, fortified rice, social audit, SMART-PDS.
Where most answers lose marks
- Only technology fixes. Exclusion from technology is itself a challenge.
