UPSC Mains 2015 GS Paper 2 Q11: model answer
The quality of higher education in India requires major improvements to make it internationally competitive. Do you think that the entry of foreign educational institutions would help improve the quality of higher and technical education in the country? Discuss.
What the question wants
Discuss whether the entry of foreign institutions would improve the quality of higher and technical education in India.
How to structure it
Do you think + discuss: position, reasons, conditions.
- Quality gap
- How they could help
- Limits
- Recent rules
- Position
How to think it through
Many Indian students leave every year, and the money goes with them. Foreign campuses can keep some at home. But top universities rarely open full campuses; quality depends on who comes and on what terms. Use the 2023 UGC regulations and GIFT City campuses.
Model answer
More than 13 lakh Indian students were studying abroad in 2024, spending billions of dollars a year. Some of that talent and money could stay at home if good foreign universities taught here. The question is whether their arrival would lift Indian institutions too, or only serve a few.
The quality gap
Low research output, faculty shortages, outdated syllabi and weak industry links. AISHE data show a GER of about 28%, with quality uneven across colleges.
How foreign institutions could help
- Competition raises standards of Indian universities.
- New pedagogy: research-led teaching, interdisciplinary courses.
- Faculty and research collaborations.
- Lower costs for students than going abroad.
- Global networks for jobs and research.
Limits
- Top universities may send only small branch campuses with limited research.
- High fees could make them elite enclaves.
- Risk of low-quality institutions entering for profit.
- Poaching of faculty from Indian institutions.
- Without reform of Indian regulation, competition may be unfair.
Recent rules and examples
- NEP 2020 invited the top 100 foreign universities.
- UGC Regulations, 2023 allow foreign universities in the top 500 globally to set up campuses with freedom over fees and admissions.
- Deakin and Wollongong opened in GIFT City; the University of Southampton opened in Gurugram in 2025.
Position
Yes, they can help, but as one part of reform. Quality will rise mainly through better funding, faculty and governance of Indian universities, with foreign campuses as partners and competitors.
Draw: Two-way arrows: foreign campus in India and Indian student abroad, with 'quality' and 'cost' on each side.
Keywords, cases and data to drop in
AISHE GER, NEP 2020, UGC (Foreign HEIs) Regulations 2023, GIFT City IFSCA campuses, Deakin, Wollongong, Southampton Gurugram, brain drain, internationalisation.
