How to think it through
Make in India 2014: manufacturing to 25% of GDP, 100 million jobs. Skills: only a small share of the workforce formally trained (PLFS), employers report skill gaps; Skill India 2015, PMKVY. Labour: 40+ central laws, Chapter V-B of IDA (layoffs need permission over 100 workers), contract labour, inspector raj; firms stay small. Codes passed 2019–20, in force 21 November 2025. Other: land, power, logistics, credit, ease of doing business, demand.
Model answer
A Chinese factory town hires thousands of workers in a week and trains them on the line. India's factories often stay below 100 workers, partly to avoid labour laws, and complain that applicants lack basic skills. Both facts sit at the heart of this statement.
Why Make in India needs Skill India
- Make in India (2014) aimed to raise manufacturing to 25% of GDP.
- Only about 4–5% of the workforce has formal vocational training.
- Industry reports skill gaps in welding, machining, electronics assembly and quality control.
- Skill India (2015), PMKVY and ITIs were meant to fill this gap, but placement rates have been weak.
Why it needs labour reform
- More than 40 central laws and many state laws made compliance costly.
- Chapter V-B of the Industrial Disputes Act required permission to lay off in units with over 100 workers, so firms stayed small.
- Contract labour grew as a way around rigid rules.
- The four Labour Codes, in force from 21 November 2025, raised the threshold to 300 and simplified returns.
But not only these two
- Land, power and logistics costs.
- Credit for MSMEs.
- Demand and trade policy, including tariffs on inputs.
- Ease of doing business at the state level.
Verdict
- The statement is largely true: skills and labour flexibility decide whether firms grow large and employ many.
- But reform must protect workers too, through social security for gig and contract workers.
Factories go where workers are both employable and employable without fear of the law.
Draw: A triangle: skills, labour law, infrastructure, with Make in India in the middle.

India’s shipbuilding: deliveries set to double, but only 0.5% of global orders
India wants to be a top shipbuilding nation, but its yards held only 0.5% of the world’s order book in September, ranking 12th. China alone holds 64% of all orders. Yet Indian deliveries due in 2026–30 are nearly double those of 2021–25, and a ₹69,725-crore package aims for the top 10 by 2030 and the top five by 2047.
