UPSC Mains 2016 GS Paper 1 Q20: model answer
In what way micro-watershed development projects help in water conservation in drought-prone and semi-arid regions of India?
What the question wants
Explain how micro-watershed projects conserve water in drought-prone and semi-arid India.
How to structure it
In what way: mechanisms and results.
- Meaning
- How they conserve water
- Wider benefits
- Limits and way forward
How to think it through
A micro-watershed is a small catchment, a few hundred hectares, where every drop is slowed, spread and sunk. Ridge-to-valley treatment is the key phrase.
Model answer
A micro-watershed is a small drainage unit, usually 500–1,000 hectares, where all water drains to a common point.
How projects conserve water
- Ridge-to-valley treatment: trees and grass on upper slopes, contour bunds and trenches on middle slopes, check dams and farm ponds in the valley.
- Slowing runoff increases infiltration and recharges aquifers.
- Check dams and percolation tanks store water for the dry season.
- Reduced soil erosion keeps reservoirs and tanks from silting.
- Community rules on borewells and crop choice, such as banning sugarcane in water-short villages.
- Recharge of open wells allows drinking water supply through summer.
Wider benefits
- Higher water tables and crop yields; second crop possible.
- More fodder and fuel, more milk, less distress migration.
- Better soil moisture, which helps crops survive dry spells in the monsoon.
Examples
- Ralegan Siddhi and Hiware Bazar (Maharashtra), Adgaon; Jal Shakti Abhiyan.
- Watershed component of PMKSY, and earlier the Integrated Watershed Management Programme.
- Studies of treated watersheds commonly report rises in groundwater levels and cropped area.
Limits
- Poor maintenance after the project ends.
- Benefits flow mainly to landowners, not landless families.
- Upstream–downstream disputes over sharing water.
- Over-drilling of borewells can wipe out the gains.
Community participation, women's user groups and convergence with MGNREGA make them sustainable. In semi-arid India, the micro-watershed is the most cost-effective drought insurance available.
Draw: Cross-section of a watershed with treatments on ridge, slope and valley.
Keywords, cases and data to drop in
Ridge-to-valley, contour bunding, check dams, percolation tanks, PMKSYWDC, MGNREGA.
Where most answers lose marks
- Writing about big dams. The question is about micro-watersheds.

Cauvery panel tells Karnataka to release 3,000 cusecs to Tamil Nadu: Article 262 and the inter-State water dispute
The Cauvery Water Regulation Committee has told Karnataka to ensure 3,000 cusecs of water a day at Biligundlu for 15 days, and the Cauvery Water Management Authority has endorsed it. Tamil Nadu wanted almost five times more, including a claimed backlog. Karnataka says a weak monsoon has left its four Cauvery reservoirs 55% short and most of its taluks in drought. For you, this is a live case study of Article 262, water tribunals and how a dry year turns sharing into a crisis.
